Whilst players ruthlessly killing other players may not be what you want in your world (or, on the other hand, it may be just what you want), such combat does have it's advantages. However the more insidious versions of PvP, such as mental rape, harrassing, kill-stealing, and property theft / destruction are rarely what you really want to see in excess in your world, at least not if you want to keep your population.

Thus, you have two choices - remove the ability for all PvP-related activites, and lessen the feel of the world, OR monitor, and tweaken the abilities of players to commit these acts, so lessening their occurance.
