Snoop is a wizard, or admin level power used on most MUDs, which permits these wizards to enter a location invisibly, and spy on the proceedings without player knowledge.

Snoop is a controversial tool at best, as it is often used by less morallistic people to spy on players behaving intimately, without their knowledge.
